PORVORIM: Revenue Minister Babush Monserrate today informed that directions have been given to all mamlatdars to conduct hearings on Saturdays for faster disposal of Mundkar cases.
Mayem MLA Premendra Shet raised concerns that Mundkars in Goa are facing issues with Bhatkars, who are refusing to provide No Objection Certificates (NOCs) for constructing toilets and other basic facilities.
Shet also demanded new legislation to address the problems faced by Mundkars.
MLA Premendra Shet raised questions about Mundkarial houses on land under the Mundkar Act of 1975. He also emphasized that people should have the right to renovate or construct new houses and suggested introducing a law in favor of Mundkars in the next session.
Revenue Minister Babush Monserrate responded that Mundkars are allowed to construct dwelling houses.
He also stated that clear directions have been given to all mamlatdars to conduct hearings on Saturdays for faster disposal of cases.
“A total of 2,300 cases have been resolved, while 1,800 Mundkar cases remain pending,” he added
In response to the discussion, Monserrate had earlier stated that, despite hundreds of cases being resolved in the past year, including with courts operating on Saturdays and Sundays, there are only about 2,000 cases left in the state’s mamlatdar courts.
He stated that more than a thousand cases had been added in the previous year alone and that the reason the pendency is not decreasing is because new cases are being instituted without a sunset clause in the law.
“Mamlatdars and joint mamlatdars are functioning efficiently to conduct the quasi-judicial mundkar law processes to dispose of cases speedily. Mundkars don’t need to obtain a No Objection Certificate (NOC) from Bhatkars to build basic facilities like toilets,” he said
Meanwhile, Chief Minister Pramod Sawant said that people have trust in the government that their cases will be resolved, which is why they are filing new cases under the Mundkar Act.
