PANAJI: The Goa Government has received 30 complaints related to landslides in the Mormugao constituency since April 2022, Revenue Minister Atanasio Monserrate informed the Legislative Assembly in a written reply to Starred LAQ No. 018B tabled by Mormugao MLA Sankalp Amonkar.
The government said details of the complaints and identified landslide-prone areas have been provided in the annexures to the Assembly reply. Various departments, including the Public Works Department (PWD) and Water Resources Department (WRD), are responsible for undertaking preventive and mitigation works such as retaining walls, hill-slope stabilisation, drainage improvement and allied measures.
On the utilisation of disaster management funds, the government clarified that funds under the State Disaster Response Fund (SDRF) are used according to the assistance norms prescribed by the Government of India. It also pointed out that the Disaster Management Act, 2005 places responsibility on individual state departments to undertake prevention, mitigation, preparedness and capacity-building measures and make necessary budgetary provisions.
For 2023-24, the SDRF received ₹9.60 crore as the Central share and ₹3.20 crore as the State share. In 2024-25, the figures stood at ₹10.40 crore and ₹3.20 crore, while in 2025-26 they were ₹11.20 crore and ₹4 crore, respectively.
Under the State Disaster Mitigation Fund (SDMF), the Central and State shares for 2023-24 were ₹2.40 crore and ₹0.80 crore; for 2024-25, ₹2.60 crore and ₹0.80 crore; and for 2025-26, ₹2.80 crore and ₹1 crore. The government stated that SDMF funds for 2023-24 and 2024-25 were received during 2025-26.
However, the government admitted that no comprehensive plan or specific policy framework has been formulated exclusively for addressing landslide-prone areas in Mormugao constituency.
As part of monsoon preparedness, the Collector and Chairman of the South Goa District Disaster Management Authority have directed subordinate offices to identify landslide- and flood-prone areas. Vulnerable locations in Mormugao have subsequently been identified through the Mamlatdar, while the Deputy Collector/SDM has been instructed to coordinate with concerned departments and ensure necessary action.
The Mamlatdar and Talathi have also been directed to maintain strict vigil and take immediate action in the event of any untoward incident.
The government further said that the State Emergency Operation Centre and district-level control rooms function 24×7 throughout the year. During the monsoon, dedicated taluka-level control rooms are also established to receive complaints about landslides and other disaster-related incidents and immediately alert the concerned SDMs and line departments.
