PORVORIM: In order to ensure punctuality and reduce absenteeism, the State government is implementing a policy of both rewards and penalties for employees working in panchayats throughout the State.
While pledging to grant these employees access to VII Pay Commission pay scales in the near future, the system also includes a facial recognition attendance system that is centrally monitored.
In response to a discussion on the department’s funding requests, Panchayat Minister Mauvin Godinho stated that all of the State’s panchayats will have an AI-based facial recognition system installed within the next six months.
He claimed that the job of creating this facial recognition system has been given to the state-owned Goa Electronics Limited (GEL).
Godinho also told the House that a system of rotating panchayat secretaries with a policy of transfer would be implemented, but he asked lawmakers not to put too much pressure on him at that point regarding requests from the secretaries who had been transferred.
In response to the MLAs’ accusations that panchayat secretaries in certain panchayats stay in their posts for years, growing in authority and becoming a source of corruption, he was answering.
Godinho acknowledged that several panchayat secretaries have been the subject of complaints over their perceived corruption and highhandedness, but he asserted that if these secretaries are moved, the MLAs themselves come to him asking for the orders to be overturned.
When the new system governing the transfers of these panchayat secretaries was implemented, he advised the MLAs to desist from using such techniques.
