As a result, the Outline Development Plans (ODPs) cannot be enforced in five villages — Calangute, Candolim, Parra, Arpora, and Nagoa. At the State’s request, the court granted a four-week stay on implementation of the judgment. However, it made it clear that no construction, development, or permissions shall be allowed in the five villages during this period.
