PANAJI: The Enforcement Directorate (ED) has approached the Special Court with a prosecution complaint against Siddique alias Suleman Khan in a money-laundering investigation linked to an alleged land-grabbing racket involving four properties in North Goa.
The properties, which have a combined fair market value of approximately ₹278.16 crore, have been provisionally attached by the agency under the Prevention of Money Laundering Act (PMLA).
The ED’s action follows four chargesheets filed by the Special Investigation Team (Land Grabbing) of the Goa Crime Branch in cases registered with the Mapusa and Valpoi police.
As per the ED, its investigation indicates that Khan allegedly targeted high-value properties owned by other persons and attempted to establish fraudulent ownership claims over them. The agency has alleged that fabricated sale deeds were prepared and subsequently introduced into the official registration records maintained by the Sub-Registrar offices at Bardez and Valpoi.
The documents were allegedly supported by counterfeit stamps and seals, according to the agency.
The investigation then shifted to the alleged movement of money generated from the disputed property transactions. The ED has claimed that funds were transferred through accounts belonging to other individuals as well as alleged benami account holders.
The agency has also alleged that a partnership business operating with a second PAN was used in the financial arrangement. A significant part of the money was allegedly withdrawn or converted into cash, which the ED claims was intended to disguise the origin of the funds and portray them as legitimate.
The four properties have consequently been treated by the ED as alleged proceeds of crime and provisionally attached, with their combined value pegged at ₹278.16 crore.
Khan was taken into custody by the ED on July 16, 2026. After the agency’s custodial period ended, he was remanded to judicial custody and is currently lodged at the Central Jail in Colvale.
The prosecution complaint has now been placed before the Special Court, where the case will proceed in accordance with law.
