PANAJI: The state government has promised the Bombay High Court that a comprehensive rule governing unlawful hoardings throughout the state will be introduced shortly.
Additionally, the government has informed the Division Bench of Justices M. S. Karnik and Valmiki Menezes that Village Panchayats will be held legally responsible if they fail to enforce the Goa Land Development and Building Construction Regulations, 2010 on any hoardings.
“The government will draft appropriate legislation to handle all hoarding-related matters. During the hearing, Advocate General Devidas Pangam represented the State and stated that a specific authority would be established to authorize and punish illegal hoardings.
The Court also talked about how common it is for people to hoard illegally, noting that very few of them have the required permits from local authorities.
The AG replied that the Directorate of Panchayats would send a circular to all VPs within 15 days to ensure the enforcement of Rule 17 of the Building Regulations, which “controls the erection of hoardings along roads or on the rooftops of buildings,” in response to the Bench’s call for the government to take strict action.
