PONDA: Ponda MLA Ravi Naik demand govt settle the Tenancy and Mundkarial cases of indigenous Bhumiputras by appointing more dedicated special Mamlatdars and sending them to Village Panchayats in Goa for initiating procedures, a survey of tenants and Mundkars to declare their rights.
For this, he demanded immediate appointment of dedicated 24 Mamlatdar to initiate a procedure to conduct a survey of tenants and mundkars and settle claims of Tenancy and Mundkarial cases who are the indigenous Bhumiputras of Goa.
Ponda MLA Ravi Naik said even government can issue an ordinance for declaring their rights or immediately.
Addressing to media said that it’s now almost more than 45 years to pass the tenancy and mundkarial act. However, still tenant, mundkars are going through harassment of Mamlatdar. The tenants, mundkars, are the indigenous communities of Goa who were instrumental in creating agricultural fields, bagayats etc. However, since the Portuguese era, they became slaves and need to free them from slavery or Gulamgiri of landlords.
He said Mamlatdars are giving dates after dates, but the cases are not settled. Fed up with pending issues in Mamlatdars, many tenants /mundkars have not filed claims for right.
He questioned how many years the government would take to dispose of these cases. He recalled that when some landlords challenged those laws, he fought the case at Supreme Court for ten years, and finally, the decision came in favour of Tenants.
He said there are many tenants and mundkars in the state; however, the Tenants and Mundkars are not filing their claims for their rights due to pending cases.
“At present, the government should immediately appoint 2 Mamlatdar in twelve Talukas so that this 24 Mamlatdar would visit every Panchayats in Goa and start the procedure, survey, and inquiries required under this law help to dispose of those cases,” he said.
