PANAJI: Goa Pradesh Congress Committee OBC Department Chairman Sharad (Nitin) Chopdecar, along with Virendra Shirodkar, Anthony Braganza and Bholanath Ghadi, has urged the Goa government to review the methodology used to calculate category-wise reservation in the MBBS State Quota at Goa Medical College for the 2026–27 academic year.
The leaders submitted a memorandum to Chief Minister Pramod Sawant seeking an urgent review and correction of the seat calculation process.
According to the memorandum, the proposed MBBS intake at Goa Medical College is 250 seats, of which 37 are earmarked for the All India Quota, leaving 213 seats under the State Quota.
Chopdecar has sought clarity on the manner in which SC, ST, OBC and EWS reservations are being calculated within the State Quota.
“Our demand is not against EWS reservation. We fully respect the constitutional framework of reservation. Our concern is that the methodology adopted for EWS should not inadvertently reduce the numerical base on which the existing SC, ST and OBC reservation percentages are applied,” Chopdecar said.
He stated that, based on the reservation percentages cited in the memorandum, applying 2% SC, 12% ST and 27% OBC reservation to the 213 State Quota seats would result in 4 SC, 26 ST and 58 OBC seats, subject to the applicable rounding methodology.
Chopdecar also demanded that every seat be properly accounted for in the final seat matrix and that the government disclose the methodology used to convert reservation percentages into actual seats.
He further urged the government to examine the applicability of the Bombay High Court proceedings in LD-VC-CW-43-2020 to the proposed 2026–27 admission framework and obtain appropriate legal advice before finalising the admission prospectus.
“This is not a contest between General, EWS, SC, ST or OBC students. Every eligible student deserves a fair opportunity. The objective should be a transparent seat matrix that protects the rights of all categories in accordance with law, without creating an unintended reduction in representation,” he said.
The memorandum calls for immediate verification of the GMC MBBS seat matrix, clear identification of the State Quota after deduction of the applicable All India Quota, review of the reservation calculation methodology, disclosure of the rounding mechanism and a legal opinion before the admission process is finalised.
