MARGAO: The Collectorate, South Goa, has announced a series of administrative reforms to streamline mutation cases in Salcete taluka, following a meeting with the South Goa Advocate Association, which submitted representations highlighting various grievances related to mutation matters.
The issues raised by the association were discussed, following which the Collector decided to introduce measures aimed at ensuring transparent, accountable and time-bound disposal of mutation cases.
As part of the reforms, the existing Mutation Cell functioning under the Mamlatdar of Salcete will be dismantled. After the reallocation of staff and completion of the necessary administrative arrangements, an order will be issued to enable mutation files to be processed directly by the respective Joint Mamlatdars instead of being routed through the centralised cell.
The move is expected to improve accountability, optimise manpower utilisation and expedite the processing of pending cases.
The allocation of villages among the Joint Mamlatdars will also be reviewed in view of the uneven distribution of villages and workload. A revised allocation order is expected to be issued within the next two to three days after consultations with the concerned stakeholders in the Revenue Department.
In another significant measure, a special mutation camp will be held on Saturday, October 24, 2026, to take up pending Form 13 mutation cases referred by the Sub-Registrar to the Mamlatdar’s office.
These cases primarily involve one-to-one transactions for which mutation was expected to be carried out by the Sub-Registrar but were instead referred to the Mamlatdar’s office. The pending matters will be taken up on priority during the camp, subject to verification of records and applicable legal requirements.
To ensure sustained efforts towards reducing pendency, the Collectorate has also decided to conduct special mutation camps every month, either on the first or third Saturday, as scheduled by the competent authority.
The reforms are aimed at addressing the grievances raised by the legal fraternity, improving the functioning of the revenue administration in Salcete taluka and ensuring faster delivery of services to citizens. The administration has emphasised transparency, accountability and a citizen-centric approach, with a focus on reducing the backlog of mutation cases.
