MARGAO: DGP Goa Jaspal Singh IPS today said that no investigation can be initiated in the absence of a specific complaint in the alleged extortion of Casino related businessman by police personnel.
“If some allegation is to be inquired and investigated, for that there is requirement of a complainant. There has to be complaint in writing and there should be a complainant. Then only can we proceed,” said DGP.
He further said that he cannot record the statement of a ghost while adding that police can’t act only on the basis of vague allegations.

As per media reports, the man captured the act on camera and shared with his acquaintance in Delhi who in turn shared it with a Central minister who allegedly reprimanded the state machinery over the matter.
Goa Police’s Anti-Terrorist Squad (ATS) were caught in an extortion scam, prompting Director General of Police Jaspal Singh to order a high-level probe.
CCTV footage purportedly shows five ATS personnel demanding Rs 10 lakh from a businessman who negotiated it to Rs 5 lakh.
The incident is believed to have occurred in the office of an online gaming company in Salcete, where the civil-clothed men identified themselves as ATS personnel from Panaji.
The video has now reached the Offices of the Union Home Minister and the Goa Chief Minister Dr Pramod Sawant.
Goa Forward Party (GFP) demanded the DGP to disclose their identities.
“Disclose their identities. Why’re you not naming the extortionists who’ve disgraced Goa Police and ruined Goa’s reputation,” said Vijai.
