New Delhi: West Bengal could soon become the fourth state in India to move ahead with the implementation of the Uniform Civil Code, with the newly elected BJP government reportedly preparing to introduce the legislation as early as Monday.
The proposed law is expected to be the first major piece of legislation introduced by the new administration and has already emerged as one of the most closely watched political developments in the state.
With 207 legislators in the 294 member Assembly, the ruling party holds a comfortable majority and is in a position to secure the passage of the Bill if it is tabled during the upcoming session.
The proposal was reportedly discussed during a recent meeting of the Business Advisory Committee, signalling that preparations for introducing the legislation are at an advanced stage.
If enacted, West Bengal would join Uttarakhand, Gujarat and Assam in adopting a Uniform Civil Code. The proposal was among the key promises made by the BJP during the Assembly election campaign, with the party pledging to implement it within six months of assuming office.
The Uniform Civil Code seeks to replace religion based personal laws governing matters such as marriage, divorce, inheritance, succession and adoption with a common set of rules applicable to all citizens.
The proposal has remained one of the country’s most debated legal and political issues. Supporters argue that it promotes equality before the law, while critics have raised concerns regarding religious freedom and cultural autonomy.
Questions surrounding the treatment of tribal communities have also sparked debate in several states. Assurances that tribal groups would remain outside the scope of the legislation have led some organisations to argue that exemptions could challenge the principle of a truly uniform code applicable to every citizen.
With a sizeable and diverse population in West Bengal, the proposed legislation is expected to trigger an intense political and social debate in the days ahead.
