PANAJI: Citizens for Democracy has handed over a memorandum to the Chief Minister, Dr Pramod Sawant, demanding fast track investigation into fraudulent cases of change of records of rights in Goa.
“The rate at which names of original owners in the land records called form 1 and 14 were getting replaced by persons predominantly from Delhi region either through purchase or frauds was leading to a conclusion that Goa had been sold with only a few properties with defective titles left that were slow in coming under the watch of the land sharks,” said Elvis Gomes.
He said that as a test, two cases of replacement of names in forms 1 & 14 were brought to the notice of the CM, showing change of names of owners and tenants.
Gomes said that he called upon legal heirs of properties to check from I & XIV whether the family names have been replaced by unusual names, mostly of persons of North Indian origin.
“The legal maxim ‘Vigilantibus non dormientibus jura subveniun’ meaning the law assists only those who are vigilant, and not those who sleep over their rights, refers to the obligation of individuals to be aware of their rights under the law. Your Govt is less likely to side with you in case you are a victim.” said Gomes.
Gomes further said that dealings in the land had opened up opportunities for thousands of brokers outside the state, mainly from the Delhi region. He said small-time gangsters were also finding work in giving protection to these unscrupulous persons.
Meanwhile, C4D leader Sidharth Karapurkar said that Goa, in general, had nearly been sold with both the legal and illegal mechanisms working relentlessly to hasten the total sale of land resources with the full backing of government’s machinery.
