New Delhi: The Bombay High Court has strongly criticised the Brihanmumbai Municipal Corporation (BMC) over the growing problem of garbage and unclean roads across Mumbai, warning that civic officials could face action if they fail to maintain cleanliness in their respective wards.
A division bench of Justice Girish Kulkarni and Justice Neela Gokhale made the strong observations while hearing a petition filed by residents of Kannamwar Nagar concerning pollution linked to the Kanjurmarg dumping ground.
The court questioned the functioning of the civic administration and expressed concern over garbage reportedly being found at several locations across the city. The judges questioned whether the civic machinery had become inactive and asked how Mumbai could continue to project itself as an international city when public spaces were not being properly maintained.
The bench warned that ward officers would be held directly responsible for cleanliness in their respective areas. Officials who fail to perform their duties could face contempt proceedings, the court said.
The judges also expressed dissatisfaction with repeated assurances from the civic body, observing that several identified locations continue to have garbage heaps despite the authorities being aware of the problem.
The court directed the BMC Commissioner to take steps to improve the situation and establish clear accountability within the civic administration.
The bench also suggested that the BMC could involve social media influencers in cleanliness campaigns to create greater public awareness. It further asked the civic body to consider imposing fines and initiating criminal action against people who litter or dump waste on public roads.
The court described the situation as serious and concerning, particularly because persistent garbage accumulation is being reported at known locations despite the presence of civic officials and established mechanisms.
The matter will be heard next on October 7, when the court is expected to review the steps taken by the BMC to address the issue.
