PANAJI: The Government of Goa has announced the grant of a Non-Productivity Linked Bonus (Ad-hoc Bonus) to eligible State Government employees for the year 2024–25, in line with the Central Government’s latest Office Memorandum dated September 29, 2025.
As per the circular issued by the Finance (Expenditure) Department, Secretariat, Porvorim, all Group ‘C’ employees and non-gazetted Group ‘B’ employees of the State Government, who are not covered under any Productivity Linked Bonus scheme, will be entitled to the Diwali bonus. However, employees in Group ‘A’ and those in Group ‘B’ drawing a Grade Pay of ₹4,600 and above (Level 7 and above as per the Seventh Pay Commission) as on April 1, 2025, will not be covered under this scheme.
The bonus, equivalent to 30 days’ emoluments (subject to a calculation ceiling of ₹7,000 per month), will be paid through e-payment mode and disbursed on or before October 20, 2025.
The memorandum further clarifies that the scheme will also apply to employees of Autonomous Bodies that are either fully or partly funded by the Government, provided they follow the State Government’s pattern of pay and do not operate any separate bonus or ex-gratia scheme.
The decision follows the Central Government’s similar announcement extending the Non-Productivity Linked Bonus for 2024–25 to Central Government employees, Para Military Forces, and Armed Forces.
