PANAJI: Goa Road Safety Forum (GRSF.) has demanded immediate implementation of the new MV Act.
In a letter written to the Minister of Transport, Govt of Goa and Ministry of Road Transport and Highways, Govt. of India Department of Transport, Govt. of Goa Governor of Goa, GRSF. said the State Govt. has delayed the enforcement of the MV Act until April 2022, linking it with elections and Covid.
“This is a highly disappointing step taken by the Goa Govt. and exposes its weakness and incapability in checking violations,” it said.
GRSF said the safety of law-abiding citizens is a fundamental right.
“The MV Act covers violations that are unforced and criminal in nature. Use of tinted glasses, speeding, use of phone while driving, use of modified silencers, parking in non-parking areas, parking on footpaths, etc. are violations that are not related to the weak financial condition or out of compulsion but are a significant cause of inconvenience to citizens,” it said.
GRSF said that they are committed with disregard to the existence of Government and Law Enforcement agencies.
“It is highly deplorable that these violations are being carried out and are commonly visible, and yet the Government is unable to take action against violators,” it says, adding it is our insistence that Govt does not delay the enforcement of MV Act any further.
“Our organization demands immediate implementation, either in total or at a minimum, for violations that are not linked to covid or infrastructure development, such as tinted glass, illegal parking, illegal number plates etc,” it says.
It further says the lack of government oversight on traffic develops a belief that Government in Goa is non-existent and weak.
“This is also the reason behind the worsening law and order in the state. The Traffic Sentinel scheme was one of the best tools to watch habitual violators through vigilant citizens. It should be modified/amended with new rules, both for violators as well as Sentinels,” GRSF says.
It says the scheme must be included in MV ACT to give it legal status. “The implementation of the act is necessary for saving precious lives, including those of voters. Every accident results from a lack of discipline that needs to be instilled among the road users through solid laws. The Transport Ministry of Goa will contribute to the loss of lives if the act is not enforced. We request the Central MORTH to note the severe delay on the part of the Govt. of Goa and convince the Goa Govt to implement the act without linking it with irrelevant excuses,” it says.
