PANAJI: Chairman of the 16th Finance Commission Dr. Arvind Panagariya today said that Goa has proposed raising the States’ share of the divisible pool from 41% to 50% and reducing the income distance parameter from 45% to 30% to better reflect its economic needs.
Chairman of the 16th Finance Commission, Dr Panagariya chaired the 16th Finance Commission meeting in the presence of Chief Minister, Pramod Sawant & delegation of 16th Finance Commission, New Delhi at Dona Paula.
“Goa proposes raising the States’ share of the divisible pool from 41% to 50% and reducing the income distance parameter from 45% to 30% to better reflect its economic needs,” said Finance Commission Chairman, Dr Arvind Panagariya.
He further said that Goa has sought Rs 32,746 crore from Centre’s divisible tax revenue pool, including special State specific grants for 13 projects.
Chief Minister Pramod Sawant said that he presented a detailed overview of the state, showcasing Goa’s achievements and articulating our expectations for financial support through funds and grants to ensure its continued development.
“Goa has consistently demonstrated excellence in achieving Sustainable Development Goals and has performed commendably on traditional development parameters,” he added
“We proposed nearly Rs 3600 cr for various infrastructure sectors like tourism, WRD, health etc; and requested that Goa be granted the same 90:10 formula for CSS schemes, similar to the North Eastern states,” he added
However, Sawant said that the state faces significant challenges in managing fiscal resources and to address these concerns, we emphasized the importance of ensuring that Goa receives its rightful share in the devolution criteria, taking into account the state’s unique needs and its contributions to national progress.
“I sincerely thank the 16th Finance Commission for their visit and valuable engagement. I am confident that this interaction will pave the way for a new era of fiscal federalism in India, fostering stronger states and empowering them to spearhead inclusive and sustainable development,” he added
Minister Subhash Phal Desai said that he has placed a demand for Rs 600 crore for the development of the River Navigation Department, besides Rs 110 crore for the Heritage Policy.
Tourism Minister Rohan Khaunte said that tourism has to be seen as an employment-generating sector. He also suggested the devolution of funds to counter the beach erosion problem.
Minister Mauvin Godinho said that goverment’s viewpoint is always to get more funds from the 16th Finance Commission with proper presentation.
“Definitely state will get more funds than last time; commission has noted all our points & we hope to get more devolution from centre; it should be at least 1%: Min Mauvin post 16th Finance Commission meeting,” he added
Revenue Minister Babush Monserrate said that 16th Finance Commission has heard the demands of State & they will consider it; we have demanded funds for disaster & waste management.
