New Delhi: The National Investigation Agency has filed a chargesheet against two accused in an alleged cross-border terror conspiracy involving the smuggling of explosives, firearms and heroin into India. The case also includes an alleged plan to target a passenger train with an improvised explosive device.
The chargesheet was submitted before the NIA Special Court in Mohali against Shubham Kumar, who has been arrested, and Jasvir Chaudhary, who remains absconding.
The case was initially registered by the State Special Operations Cell in Amritsar in February 2026 following Kumar’s arrest. During his apprehension, investigators recovered a live improvised explosive device packed inside a metallic container, along with a remote control mechanism.
A foreign-made .30 bore pistol, a magazine, 20 live cartridges, a mobile phone and heroin were also recovered from his possession.
The NIA took over the investigation in March and subsequently uncovered an alleged network involving a Pakistan based handler and associates operating in India. The investigation found that the network was allegedly involved in arranging weapons, explosives and narcotics through cross-border channels.
According to the investigation, Kumar had allegedly been tasked with placing a timer activated IED on a passenger train as part of the planned terror operation.
The wider conspiracy allegedly involved carrying out attacks at multiple locations, including areas in Punjab and Delhi. Investigators have collected oral, documentary and digital evidence that they say establishes the alleged conspiracy and the roles of the two accused.
The NIA investigation remains underway as authorities work to identify additional members of the alleged terror network. Investigators are also examining the routes and channels allegedly used to transport explosives, weapons and other illegal material across the India Pakistan border.
