New Delhi: India launched a strong diplomatic attack on Pakistan at the United Nations Security Council, accusing Islamabad of having a “long tainted record of genocidal acts” and continuing to destabilise the region through terrorism and cross border violence.
Speaking during the UNSC Open Debate on the protection of civilians in armed conflict, India’s Permanent Representative to the UN Harish Parvathaneni criticised Pakistan for raising issues related to Jammu and Kashmir while allegedly ignoring its own human rights record.
Parvathaneni said it was ironic for Pakistan to comment on India’s internal matters despite its own history of violence and civilian targeting. India also referred to reports by the United Nations Assistance Mission in Afghanistan alleging that Pakistani military operations caused heavy civilian casualties in Afghanistan earlier this year.
According to India’s statement, UNAMA documented around 750 civilian deaths and injuries in Afghanistan during the first three months of 2026 due to cross border armed violence allegedly linked to Pakistani forces. India claimed that 94 out of 95 incidents involving civilian casualties were attributed to Pakistani security personnel.
The Indian envoy specifically highlighted an alleged Pakistani airstrike on the Omid Addiction Treatment Hospital in Kabul during Ramadan, describing the incident as “barbaric” and “unconscionable”. He stated that the attack reportedly took place after tarawih prayers when patients were leaving the mosque and added that the hospital could not be considered a legitimate military target.
India further accused Pakistan of hypocrisy for speaking about international law while allegedly targeting civilians and disregarding humanitarian principles. The statement also referenced large scale displacement in Afghanistan, claiming that more than 94,000 people were displaced because of cross border violence.
In one of the sharpest remarks during the debate, Harish Parvathaneni referred to Operation Searchlight during the 1971 Bangladesh Liberation War, accusing Pakistan of carrying out systematic violence and mass atrocities.
India also reiterated its broader position on civilian protection in conflict zones, calling for zero tolerance towards civilian deaths and stressing the need to safeguard humanitarian workers and medical personnel. The Indian envoy additionally raised concerns about the growing use of artificial intelligence and autonomous systems in warfare, saying all emerging technologies must remain compliant with international humanitarian law.
