MMC Files Police Complaint Against Savio Coutinho Over Alleged Unauthorized Entry at Sonsodo Plant *Council Seeks Inquiry Into Alleged Trespass, Social Media Posts and Possible Legal Violations Team Goemkarponn MARGAO: The Margao Municipal Council (MMC) has lodged a formal complaint with the Fatorda Police Station alleging that social activist Savio Coutinho and certain unidentified persons entered the Municipal Solid Waste Management Plant at Sonsodo without prior permission. According to the complaint, the alleged incident took place on July 14, 2026, at around 3.45 pm, when Savio Coutinho and others reportedly entered the restricted waste management facility without authorisation from the Council. The complaint states that two vehicles bearing registration numbers GA 08 M 0832 and GA 08 AA 1207 were allegedly used to access the premises. MMC stated that the Sonsodo Solid Waste Management Plant is a restricted operational area where waste processing machinery is in operation. The Council alleged that the unauthorised entry raised concerns relating to safety, security, environmental compliance and the smooth functioning of municipal operations. The complaint further states that the alleged entry and related activities were captured through photographs, videos, CCTV footage and other electronic records, which have been submitted to the police as part of the complaint. The Council also referred to videos and statements circulated on social media concerning the 10 TPD Gasification Plant at Sonsodo. It alleged that certain claims made in those posts appeared to be factually incorrect, incomplete or unverified and may have created public confusion regarding the functioning of the facility. The police have been requested to examine whether the circulation of such material attracts any offences under applicable laws. MMC has urged the Fatorda Police to conduct an inquiry, identify all persons involved, verify the ownership and use of the two vehicles, record statements of municipal officials and security personnel, and determine whether any cognisable offence has been committed. The Council has also sought registration of an FIR if the inquiry reveals offences under the Bharatiya Nyaya Sanhita, 2023, or any other applicable laws. The complaint has been signed by MMC Chief Officer Madhu G. Narvekar, who stated that the action was initiated to safeguard municipal property, ensure public safety and maintain the uninterrupted functioning of the Solid Waste Management facility, without prejudice to any other legal or administrative action the Council may take. - Goemkarponn
