The State government spent hundreds of crores of rupees for the mega functions across the State for launching the Sarkar Tumchya Dari, the flagship scheme of the State government.
According to the Chief Minister, the Scheme was to provide “Door Step Delivery of Government Services”.
However, the Scheme seems to have remained only on paper and in reality, nothing has changed.

The CM’s announcement of doorstep governance is nothing more than a copy-paste of Delhi’s Aam Aadmi government.
Many residents in the national capital territory are now aware of this toll-free number 1076 as of emergency numbers 100 or 101 or 131. When it was inaugurated in September 2018, Delhi’s residents could avail of about 40 services like birth certificate, car registration, SC/ST certificate and driving licence. The government aimed to deliver, at their doorstep, multi-department services in a time-bound manner without people having to visit government offices.
This service is managed by VFS Global, well known for its visa facilitation services. Through competitive bidding, the government hired the technology agency, which already had several phone lines and call centres. All the agency had to do was hire on contract 300 “mobile sahayaks” who are responsible for collecting documents from the doorstep and delivering replacements or original papers as the case may be.
The feedback of those who avail of this service is recorded. A resident has only to show his Aadhaar card and residence proof to avail of the service. By December 2019, the government had scaled up the number of services offered by the helpline to 100.
While the Scheme is a big hit in Delhi, the Scheme is yet to formally take off in Goa.
The CM has neither appointed any agency nor any functioning helpline number provided and as such, the Scheme remains an announcement.
How will the State government provide the Scheme to people through government employees? The same government employees make people run around four to five times before getting work done. Will they go home and provide services? Illogical?
People of Goa had welcomed the Scheme, thinking they would no longer have to wait in long queues at government offices to get their works done.
People now have to go to a government department, they are told that this document is not there, that is missing, this is incorrect and so on. People are being harassed, and dejected people would look for agents who sort out the issue for a hefty amount.
People thought this Scheme would solve their woes, but it turned out to be yet another jumla of Dr Pramod Sawant, who has been taking people for a jolly good ride for his entire term be it on har ghar jal, power supply, Open Defecation Free (ODF), vaccinations or 10000 jobs all are unfulfilled promises.
