PANAJI: Industries Minister Mauvin Godinho said that in the past there was an allotment of plots to relatives of 17 employees of Goa-IDC.
“Taking cognizance of the matter, individual notices were issued to surrender the said plots, such employees/ex-employees filed different replies stating that they have no connection whatsoever with such allotment and that the relatives were independently carrying on their business and have got allotment of plots from Goa-IDC as per rules,” said Godinho.
He further said that there were no specific rules/regulations barring the allotment of plots to relatives of staff of Goa-IDC.
“An Agenda was placed before the Board with respect to these plots in the 349th Board Meeting. As per Resolution No. 34/2016 of the 349th Board Meeting held on 03/10/2016, the Board resolved,” he added.
He said that it was Resolved unanimously to empower the Chairman to settle the issue Page 2 of 3 once and all as to give relief to the said staff who are employed in Goa-IDC”. Based on the resolution, the Chairman referred the file to the Government for appropriate decision in the matter.
The Government conveyed the decision by incorporating the opinion of the Learned Advocate General in the following 3 points i.e the decision of the Goa-IDC to regularised allotment of plots done in favour of relatives of employees is justified since there were no rules or regulations prohibiting such allotment.
“Steps should be taken in future to form the rules/regulations governing such allotment of plots by Goa-IDC, and Action under the existing rules/regulation to be taken in respect of those allottees who have breached the lease conditions,” he said.
Accordingly, the Board has empowered Hon’ble Chairperson to regularise the allotments. Further, the revision of regulations of GoaIDC is currently ongoing to eliminate any conflict of interest in any transaction of GoaIDC.
Further, action is being taken against all industrial undertakings that have breached the lease conditions.
