Margao: With the people’s protests in South Goa against coal and double tracking gaining momentum, the State government has shockingly imposed Section 144 givibg reasobs of COVID19 pabdemic.
The order issued by South Goa Collector says “there is a prevailing situation in the country due to the Health Emergency posed by COVID-19. an infectious disease caused by Corona Virus, in order to contain the spread of the said epidemic certain measures are required to be taken:”
Further, it says, in view of this it is necessary to take exigent
measures in this regards so as to prevent any danger to human life or safety to thwart the spread of virus, which may affect the overall security of the State and may create disturbance of larger public order and tranquillity:
“In my considered opinion, there is sufficient grounds for proceeding under sub section (1) of section 144 of Code of Criminal Procedure, 1973 to restrain the movements of individuals and other restrictions within South Goa District. I am satisfied that the circumstances do not permit the serving in due time of the notices individually upon the persons against whom this order is directed and therefore under the powers vested.”
