MARGAO: A review meeting on the implementation of the Solid Waste Management (SWM) Rules, 2016, the Amendment Rules, 2026, and the functioning of the Special Cell was held in compliance with the directions of the Supreme Court in Civil Appeal No. 6174/2023.
The meeting was chaired by South Goa Collector and District Magistrate (H/c Kushavati District) Egna Cleetus, IAS, in the presence of GSPCB Member Secretary Dr. Geeta S. Nagvenkar and Deputy Collector South-II (H/c Kushavati District) Biku Gawas.
The meeting was attended by Sub-Divisional Magistrates, Mamlatdars, Block Development Officers, representatives of Municipal Councils, and officials from the Health, Urban Development, Tourism, Goa Waste Management Corporation (GWMC), Goa State Pollution Control Board (GSPCB), and Police departments.
Officials reviewed the identification and registration of Bulk Waste Generators (BWGs). GSPCB has identified 202 BWGs in South Goa and 16 in Kushavati District, while 100 BWGs had been registered as of July 25, 2026. The meeting also assessed the deployment of staff for Taluka-Level Teams and the District-Level Committee.
Fortnightly inspection reports submitted by Urban and Rural Local Bodies highlighted issues such as illegal dumping, waste blackspots, legacy waste dumps, non-operational Material Recovery Facilities (MRFs), and inadequate waste management infrastructure.
The meeting proposed measures including regular surveillance and clearance of blackspots, remediation of legacy waste dumps, operationalisation of MRFs, improved waste collection systems, and enhanced public awareness on source segregation.
Officials also reviewed 16 complaints related to illegal dumping and littering in South Goa, while no such complaints were reported from Kushavati District. The meeting further discussed the submission of the monthly status report of the Special Cell.
