MARGAO: The South Goa District Administration has set November 30, 2026, as the deadline for the on-site verification and registration of unregistered Bulk Waste Generators (BWGs), stepping up enforcement of the Solid Waste Management Rules, 2026, in compliance with the directions of the Hon’ble Supreme Court.
The directive was issued by Collector and District Magistrate Ms. Egna Cleetus, IAS, during a review meeting of the District Level Committee, attended by Deputy Collector Shri Bhiku L. Gavas and representatives of various taluka administrations, local bodies and government departments.
Of the 385 Bulk Waste Generators identified in South Goa, only 124 had registered on the Centralised Online Portal as per CPCB records dated September 30, 2026. The District Magistrate directed the Special Cell to maintain separate online lists of identified and registered establishments, while Deputy Collectors were instructed to ensure on-site verification and registration of the remaining unregistered BWGs by the stipulated deadline.
The Committee also reviewed enforcement activities for September 2026, during which 25 inspections were conducted across the district’s talukas and 20 directions were issued for violations of the Solid Waste Management Rules. Additionally, 32 public complaints relating to garbage dumping and littering were reviewed, with Deputy Collectors directed to maintain updated online records of complaints, inspections, action taken and compliance status.
To strengthen implementation, the Committee discussed CPCB guidelines on registration fees and annual return processing fees for BWGs, and directed concerned officials to complete the iGOT Karmayogi online course on *Solid Waste Management Rules, 2026: An Overview*. A practical demonstration of the Centralised Online Portal by GSPCB for Special Cell officials and taluka-level teams was also proposed.
The District Administration further reviewed public awareness measures, including infographics, newspaper advertisements, news channel tickers, awareness films, jingles and student-led street plays to promote waste segregation and curb littering.
The District Magistrate also proposed issuing monthly press notes detailing inspections, complaints addressed, directions issued and awareness programmes conducted by the Special Cell, reinforcing public accountability in the district’s waste management efforts.
