PORVORIM: Pernem MLA Jit Arolkar has raised alarm over the large-scale conversion of nearly 60 lakh square metres of land in Pernem taluka under Sections 17(2) and 39A.
In a formal representation, he has urged the government to reverse the zoning changes, warning that such actions could adversely impact local communities and the region’s traditional character.
Arolkar claimed that zoning alterations have been carried out on approximately 238 properties, many of which were reportedly purchased by non-Goans.
He has urged authorities to carefully review the approvals and ensure that the interests of the local population are safeguarded.
Taking a firm stand, Arolkar stated that he has always supported the locals against such land conversion and will do so again if any fresh attempt is made. “I am with the people to stop such moves and request the TCP department not to go ahead with any proposal without consulting local residents,” he said.
The controversy recently saw a major development in Arambol, where TCP Minister Vishwajit Rane cancelled a proposed land conversion. The move was welcomed by local representatives and residents. Arambol panchayat member Rajni Naik Ibrampurkar thanked Chief Minister Pramod Sawant, Minister Rane, and MLA Arolkar for taking the decision.
Meanwhile, Mandrem Panchayat Sarpanch Robert Fernandes has urged the minister to take similar action on land conversion proposals in Mandrem and surrounding areas. Local activist Sandesh Sawant has demanded that all land conversion permissions in Pernem taluka be cancelled.
He warned that if no concrete action is taken, villagers and activists from across Pernem will gather at the Bhagwati Temple, Pernem, on January 11, 2026, to protest.
The issue has intensified concerns among residents who fear that large-scale land conversion could alter the ecological and cultural landscape of Pernem. The MLA’s move comes amid growing scrutiny of how Sections 17(2) and 39A are applied in land development approvals across the state.
Meanwhile, the Town and Country Planning (TCP) Department recently cancelled provisional permission for a change of zone at Arambol following residents’ objections. TCP Minister Vishwajit Rane said the government remains committed to responsible and balanced development, emphasizing public consultation, environmental protection, and inclusive growth.
