QUEPEM: Adivasi Sangatna Kepem (ASK) has strongly demanded speedy disposal of Mundkar and Tenancy cases. Sanghatna also suggested necessary changes/amendments to the existing laws be carried out. During a press briefing held in Quepem, ASK was commenting on the backdrop of the statement made by Revenue minister Atanasio Monserate that Mundkar cases will be disposed of within 6 months.
Sanghatna members stated that as per the existing Mundkar and Tenancy laws, the Mundkar and Tenant have to first file a Tenancy/Mundkar declaration application.
Once the Tenancy/Mundkar declaration application is decided, that proceeding gets closed and if the party want to purchase the Mundkarial/Tenancy area, they have to file a separate application for purchase.
Once the purchase application is decided, the Mundkar/tenant has to file an application depositing the purchase price and then an application for Sanad. With every application, the Mundkar/tenant has to attach documents.
In this process lot of time and money of the poor mundkars/tenants get wasted. If the Bathkar/Respondent side parties are more in service itself, it takes years together.
ASK further stated that in September 2020, Sanghatna submitted a memorandum to the then Revenue Minister copy of which was submitted to the Law Minister, Agriculture Minister, Revenue Secretary, Collector and other authorities wherein they have demanded to simply the procedure in Mundkar and Tenancy cases thereby doing necessary change in the existing laws. Still, the authorities are yet to take appropriate steps.
ASK members pointed out that every new Revenue Minister assures to dispose of the Munkar and tenancy cases on a priority basis, but practically nothing is being done. The present statement is an eyewash or something concrete that needs to be done to give justice to the poor tenant/mundkar.
