PANAJI: The Goa Pradesh Congress Committee (GPCC) on Thursday submitted a detailed memorandum to the Governor of Goa, expressing concern over what it described as the alarming deterioration of law and order in the state and urging urgent constitutional intervention to restore public confidence.
The memorandum, signed by GPCC President Girish Chodankar and Leader of Opposition Yuri Alemao, claims that Goa’s reputation as one of India’s safest and most peaceful states is under threat due to a rise in murders, organised dacoities, crimes against women and children, narcotics offences, financial crimes and land-related violence.
According to the Congress, the issue extends beyond isolated incidents and reflects a growing pattern of weakening public order and declining confidence in the ability of law enforcement agencies to protect citizens. The party alleged that preventive policing has been replaced by reactive policing, allowing organised criminal networks to become more active in the state.
The memorandum cites several recent incidents, including the murder of Umakant Khot in November 2025, the killing of Anand Patil near Socorro in June 2026, the recent kidnapping of a minor boy from Zuarinagar, organised dacoities targeting residential houses, and cases involving drug trafficking by foreign nationals.
It also raises concerns over crimes against women, including chain-snatching incidents, alleged under-reporting of offences, and increasing cases of violence against women and children. The Congress further alleged that corruption within the police force, including bribery at border check posts and previous cases involving police personnel assisting criminals, has weakened public confidence in law enforcement.
The memorandum also highlights the spread of narcotics beyond tourist areas into villages and educational institutions, low conviction rates in organised crime and NDPS cases, and the emergence of organised criminal networks involved in land-related offences, cybercrime, financial fraud and interstate criminal activity.
Calling for immediate action, the Congress urged the Governor to seek a comprehensive report from the state government on the law and order situation, obtain district-wise crime statistics, recommend a comprehensive action plan focusing on preventive policing and intelligence gathering, strengthen coordination between Goa Police and central agencies, and ensure speedy investigation and prosecution of serious offences.
The party also requested special attention to crimes against women, children, senior citizens and other vulnerable sections while urging measures to ensure citizens can report crimes without fear or intimidation.
Describing the memorandum as a non-partisan appeal, the Congress stated that its objective is to safeguard Goa’s long-standing identity as a peaceful and law-abiding state and restore public confidence in the rule of law.
