The Goa Government has notified the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-GRAM Goa Scheme 2026), providing eligible rural households with a guarantee of up to 125 days of wage employment in a financial year. The scheme came into effect on July 1, 2026.
The programme will be implemented as a Centrally Sponsored Scheme, with expenditure shared between the Centre and the State in a 60:40 ratio. It is aimed at strengthening rural livelihoods while creating durable community assets through employment-oriented works.
Under the scheme, priority will be given to projects related to water conservation and harvesting, rural infrastructure, livelihood promotion, natural resource management, and disaster resilience, with the objective of improving both employment opportunities and long-term rural development.
To ensure greater transparency and accountability, the government has incorporated several technology-based measures, including digital planning of works, biometric attendance of workers, geo-tagging of assets, social audits, and technology-enabled monitoring of projects.
The notification, however, states that the provisions contained in Chapters IX and X, dealing with wage payments, compensation for delayed wage payments, and unemployment allowance, will come into force at a later date through a separate notification.
With the notification now in force, the Goa Government has formally rolled out the VB-GRAM Scheme, which seeks to generate rural employment while promoting sustainable development, improved infrastructure and transparent implementation across the state.
