PANAJI: The Directorate of Transport, Government of Goa, has directed all government offices, departments, autonomous bodies, corporations, local bodies and other government establishments to ensure strict compliance with provisions of the Rights of Persons with Disabilities Act, 2016, concerning reserved parking spaces for persons with disabilities (PwDs).
The circular, dated August 13, 2026, was issued following a suo motu order dated July 17, 2026, by the State Commissioner for Persons with Disabilities, Goa. It calls for effective implementation of provisions relating to accessibility and reserved parking facilities for PwDs.
As per the directions, parking spaces reserved exclusively for persons with disabilities must be clearly demarcated with prescribed signage and road markings. These spaces are also required to be located as close as practicable to accessible building entrances and provided with the necessary access aisle.
The Transport Department has further directed that reserved parking spaces must not be occupied by unauthorised vehicles. Unauthorised parking will attract a fine of ₹500 for the first offence and ₹1,500 for the second or subsequent offence.
The circular also directs authorities to prominently display suitable awareness signboards informing motorists that unauthorised parking in reserved spaces constitutes a violation of law.
All heads of offices have been instructed to ensure strict compliance with the provisions and take appropriate action to safeguard the rights and accessibility of persons with disabilities.
