New Delhi: India strongly criticised Pakistan at a United Nations Security Council meeting, reaffirming that the Union Territory of Jammu and Kashmir is an integral and inalienable part of the country while accusing Islamabad of using cross border terrorism as an instrument of state policy.
Addressing the High Level Open Debate of the UN Security Council on Natural Resources Governance, India’s Permanent Representative Ambassador Parvathaneni Harish said Jammu and Kashmir has always been, is, and will remain an inseparable part of India. He described this as a constitutional and legal reality that Pakistan continues to ignore.
Harish also asserted that the only unresolved issue concerning Jammu and Kashmir is Pakistan’s alleged illegal occupation of Indian territory. He accused Islamabad of sponsoring cross border terrorism and using it as a tool of state policy.
India also reiterated its position on the Indus Waters Treaty, which has remained in abeyance since the 2025 Pahalgam terror attack. Harish said cooperation based on mutual trust and goodwill cannot be sustained while cross border terrorism continues to be employed against India.
He criticised Pakistan for using the international forum to promote what India described as a false narrative and advised Islamabad to focus on addressing its own internal challenges instead of making allegations against New Delhi.
Relations between India and Pakistan have remained strained since the terrorist attack in Pahalgam in April 2025 that claimed the lives of 26 people. Following the incident, India suspended the Indus Waters Treaty and expelled Pakistani diplomats as part of a series of retaliatory measures.
The tensions escalated further in May 2025 when India launched Operation Sindoor, targeting terrorist camps in Pakistan’s Punjab province and Pakistan occupied Kashmir. The military action was followed by three days of cross border hostilities before both sides agreed to a ceasefire.
India has consistently maintained that meaningful cooperation and dialogue with Pakistan cannot progress unless cross border terrorism is brought to an end.
