CANACONA: In a strong show of collective resolve, the Loliem–Polem Gram Sabha on Sunday unanimously rejected a proposed 49-villa mega housing project and opposed the installation of electricity smart meters, citing concerns over environmental impact, transparency, and public consent.
The proposed real estate development—featuring 49 luxury villas with private swimming pools—sparked intense debate among villagers. Gram Sabha members Denis Fernandes and Prashant Pagi presented site plans and documents to highlight the scale and implications of the project. While the proposal has reportedly secured technical clearance from the Town and Country Planning Department, members asserted that the Gram Sabha retains the authority to oppose projects deemed harmful to the village’s interests.
Speakers pointed out that such large-scale developments contradict earlier resolutions aimed at preserving Loliem–Polem from intensive construction. Recalling past resistance to projects like the NIT (2011), IIT (2016), and the proposed film city, Pagi warned that villagers are prepared to mobilise again if needed.
Responding to calls for clarity, the Sarpanch and Panchayat members present assured the gathering of their firm support in opposing the project. The resolution rejecting the villa development was proposed by Denis Fernandes, seconded by Prashant Pagi, and passed unanimously.
The Gram Sabha also took up the issue of smart electricity meters, raising objections to their installation without explicit consumer consent. Concerns were voiced over possible billing irregularities, lack of transparency, and the potential loss of employment for local meter readers. Environmental issues linked to the disposal of existing meters were also flagged.
Members referred to developments in Uttar Pradesh, where the rollout of smart prepaid meters has reportedly been paused following public protests and complaints. Drawing parallels, the Gram Sabha urged authorities in Goa to halt the replacement process until all concerns are addressed.
A second resolution opposing the immediate installation of smart meters was also adopted unanimously.
The meeting, chaired by Sarpanch Nisha Suraj Chari, saw participation from several Panchayat members, while the Deputy Sarpanch remained absent. Proceedings were conducted in the presence of Panchayat Secretary Sandeep S. Desai.
The twin resolutions underscored a unified stand by the villagers to safeguard their environment, livelihoods, and decision-making rights against developments perceived as detrimental to the community.
