PANAJI: According to a government notification, cattle owners who have benefited from various cow-related schemes will be placed on a blacklist and will have their scheme subsidies recouped if their animals are discovered wandering in public areas or on public highways.
According to the notification, stray cattle must be impounded right away by the relevant authorities. If any animal purchased through government programs is later discovered to be straying, the farmer will be held liable for the full amount of the subsidy and will not be permitted to use the program again.
“Any animal found on public property or on a public road that is left alone will be seized right away by the relevant authorities and disposed of in accordance with State laws and regulations.”
The notification stated that if an animal purchased through the Department of Animal Husbandry and Veterinary Services’ Kamdhenu Scheme or Pashupalan Scheme is discovered to be straying on public property or a road, the full subsidy will be recouped from the farmer in full and the beneficiary will no longer be eligible to use the Department’s programs going forward.
The notification also stated that the owner of any animal owned by a farmer or beneficiary who participates in any other Department of Animal Husbandry and Veterinary Services welfare program, such as the Milk Incentive Program or the Dairy Equipment Scheme, will be permanently barred from receiving government benefits and placed on a blacklist.
The action was taken to stop the state’s increasing problem with stray cattle, which has caused traffic jams, accidents, and even the deaths of innocent people in some cases.
