New Delhi: A year after the April 22, 2025 Pahalgam terror attack shook Jammu and Kashmir, the region has staged a striking recovery, emerging stronger across tourism, entrepreneurship, and economic growth. The attack had briefly disrupted normal life, dampening tourist inflow and shaking investor confidence. However, the setback proved temporary as the Union Territory rapidly regained momentum.
In the immediate aftermath, several tourist destinations and nearly 50 resorts were shut as a precaution. Security measures intensified, and tensions briefly escalated following retaliatory developments. Despite this, public confidence rebounded swiftly. By the end of 2025, Jammu and Kashmir welcomed over 1.7 crore visitors. While slightly lower than the previous year’s 2.4 crore, the figure remained significantly higher than earlier benchmarks, highlighting sustained interest in the region.
Beyond tourism, Jammu and Kashmir has evolved into a growing startup hub. The number of registered startups surged dramatically from just 69 in 2020 to 1,255 by December 2025. Notably, women entrepreneurs are playing an increasingly prominent role, with over 400 women-led ventures spanning sectors such as agriculture, technology, manufacturing, and services. This growth is supported by a dedicated startup policy focused on funding access, mentorship, and innovation support.
Investment activity has also seen a major upswing. In just nine months of the 2025-26 financial year, the region attracted investments worth ₹5,260 crore, a sharp rise compared to earlier years. Additionally, proposed investments exceeding ₹14,000 crore are expected to create significant employment opportunities for local youth. Improved business conditions have further strengthened the region’s appeal, with Jammu and Kashmir securing a high national ranking in ease of doing business.
Economic indicators reflect this upward trend. Per capita income rose from ₹1.55 lakh to ₹1.68 lakh within a year, signaling improved financial stability among residents.
Despite its history of conflict, Jammu and Kashmir is demonstrating a renewed capacity to recover quickly and grow steadily, turning adversity into an opportunity for transformation.
