MARGAO: A controversy broke out in Margao after citizens and activists were initially denied permission to view the municipal garden beautification plans, triggering sharp criticism of local authorities and elected representatives.
The call for a public viewing was given by Savio Coutinho, convener of the Shadow Council for Margao, who invited residents and garden enthusiasts to examine documents obtained through RTI from the Goa State Infrastructure Development Corporation.
However, police conveyed that the viewing could not be held inside the municipal garden, citing a communication from Chief Officer Madhu Narvenkar. This led to heated exchanges between the gathering and police officials, including PI Arun Dessai.
Several prominent citizens, including Babita Angle, Prabhav Naik, Chirag Naik, Vishal Kakode, Sangeeta Audi, Pradip Naik and others were present during the standoff. Magistrates Sidhi Pai Angle and Abhishek Naik were later called in to manage the situation.
After nearly two hours of arguments, authorities permitted the public viewing in a passage area between sections of the garden.
During the presentation, Coutinho alleged discrepancies in the project, claiming that the plans include a cafeteria, kitchen, and seating area on an upper floor—contradicting earlier statements by MMC Chairperson Damodar Shirodkar that no such facility was proposed.
He further pointed to proposed developments at the southern end of the garden, including dining facilities, toilet blocks, changing rooms, and even two-wheeler parking. He also cited documents suggesting the possibility of basement parking, raising concerns over allowing vehicles within a public garden.
Coutinho questioned the legality of the project, alleging inconsistencies between council resolutions and the GSIDC tender, and demanded that the plans be revisited in consultation with the public.
Other speakers echoed similar concerns. Prabhav Naik accused authorities of misusing public funds, while Chirag Naik claimed the lack of response from elected representatives indicated the seriousness of the allegations. Babita Angle, Vishal Kakode, and Pradip Naik also criticised the functioning of the Margao Municipal Council.
Adding to public frustration, the Aga Khan Children’s Park remained closed on Sunday, forcing several families to return disappointed.
The issue has intensified scrutiny over the proposed beautification project, with citizens demanding greater transparency and accountability from authorities.
