MANDREM: Mandrem Police have arrested a 46-year-old Russian national for allegedly staying illegally in India without a valid visa.
The case was registered as Mandrem Police Station Cr. No. 83/2026 at 11.22 pm on September 9, 2026, under Section 23(a) of the Immigration and Foreigners Act, 2025.
According to police, the accused, identified as Alexey Avdeev, son of Alexander Proshlyakov, a Russian national residing at Keri, Pernem, was found allegedly staying in India without a valid visa.
The alleged violation came to light during a police check at Keri, Pernem, at around 1 pm on September 9.
The case was registered on the state complaint of PC-7242 Nikitesh R. Vaigankar, 29, attached to Mandrem Police Station.
Police stated that the accused’s alleged stay without a visa amounted to a contravention of Section 23(a) of the Immigration and Foreigners Act, 2025.
Avdeev was arrested at 11.22 pm on September 9. Further investigation is in progress under ASI Sanjay Pednekar of Mandrem Police Station.
