MARGAO:The South Goa Advocates Association has warned of a bigger agitation if the authorities fail to streamline the mutation and partition process and fix accountability for delays in revenue offices.
At its extraordinary general body meeting, the association discussed the proposed Standard Operating Procedure (SOP) and decided to submit a fresh representation to the Collector, incorporating suggestions from its members.
The advocates pointed out that the existing procedure did not establish clear accountability for delays in mutation cases. They also questioned the provision requiring applicants to approach the same Mamlatdar to raise grievances, suggesting that complaints should instead be addressed directly to the Collector.
Highlighting the extent of the backlog, the association said 210 mutation cases were disposed of by the Mamlatdar in half a day following its intervention. It questioned why these cases had remained pending for months or even years if they could be cleared within such a short period.
The association also stressed the need to streamline the administration and eliminate the role of agents once the system becomes efficient, transparent and accessible to the public. It maintained that people should be able to complete mutation and partition procedures through a properly functioning administrative system without depending on intermediaries.
Bar associations across South Goa have extended support to the movement, while discussions are underway with their counterparts in Panaji, Mapusa and other areas to build wider support.
Clarifying that the movement was not aimed at targeting any individual, the advocates by said their objective was to ensure accountability, improve the functioning of revenue offices and simplify mutation and partition procedures for the benefit of the general public.
