PANAJI:The Election Commission of India (ECI) has announced a Special Intensive Revision (SIR) of electoral rolls in Goa to ensure that all eligible citizens are included and that no ineligible names remain on the rolls. The initiative aims to introduce greater transparency and accuracy in the process of addition or deletion of voters.
At a review meeting held in Panaji, Chief Electoral Officer Sanjay Goel, IAS, urged officials to coordinate effectively to complete the revision exercise efficiently. The State Level Helpline (1950) will operate 24×7 throughout the revision period to assist citizens.
The Special Intensive Revision 2026 will be conducted as per the following key schedule:
Enumeration period: November 4 to December 4, 2025
Draft roll publication: December 9, 2025
Period for claims and objections: December 9, 2025 to January 8, 2026
Final publication of rolls: February 7, 2026
This marks the first such intensive revision since 2002. The exercise was deemed necessary due to factors like rapid urbanisation, migration, newly eligible young voters, non-reporting of deaths, and inclusion of ineligible names.
During the revision, Booth Level Officers (BLOs) will conduct house-to-house verification. The process will adhere strictly to constitutional and legal provisions, including Article 326 of the Constitution and Sections 16, 23, and 24 of the Representation of the People Act, 1950.
To ensure transparency, the Election Registration Officers (EROs) will upload verification documents to the ECINET system, accessible only to authorised officials to maintain privacy. Citizens or political parties may raise claims or objections, which will be reviewed by the Assistant EROs and EROs. Appeals can be made to the District Magistrate or the Chief Electoral Officer.
The CEO’s office has instructed officials to ensure that genuine voters — particularly the elderly, persons with disabilities, and vulnerable groups — are assisted and not inconvenienced. The Commission has also urged political parties to appoint Booth Level Agents (BLAs) to actively participate in the process and help resolve discrepancies at the initial stage.
Officials emphasised that the cooperation of electors and political parties is essential to the smooth and successful completion of the revision exercise.
