PANAJI: The Goa government has issued the Goa Police Service (First Amendment) Rules, 2025, raising the upper age limit for direct recruitment to the post of Deputy Superintendent of Police (DySP) from 30 to 40 years. The amendment also allows the government to relax the upper age limit up to 45 years for government employees and other notified categories.
The notification, prepared in consultation with the Goa Public Service Commission (GPSC), includes several other changes to the Goa Police Service Rules, 2022.
Under the new provisions, 60% of vacancies in the Junior Scale (DySP level) will now be filled through promotions from among Police Inspectors (PIs) who have completed at least five years of regular service. Eligible feeder posts include PIs from various branches, such as Armourer, Wireless, Radio Mechanic, Motor Transport, and Armed Police of the Indian Reserve Battalions.
The government will compile a combined eligibility list each January for officers qualified for promotion to the Junior Scale, based on seniority and qualification criteria. The Departmental Promotion Committee (DPC) will then finalize the list of officers recommended for appointment, taking into account the actual vacancies.
The amendment also revises rules for probation, training, and departmental examinations for probationers. Officers above 50 years of age appointed through promotion are exempted from the departmental examination but must complete mandatory training. Additionally, the rules now rationalize the required years of service for promotions across various scales, including Senior, Junior Administrative, and Selection Grades.
This notification comes two weeks after the government informed the Bombay High Court at Goa that the decision to raise the age limit had been taken and would be formalized soon. Following the notification, the GPSC will issue a fresh advertisement for DySP recruitment.
The move comes after last year’s recruitment drive, the first in 25 years, was halted after progressing to the third stage. Out of 2,500 applications received, 62 candidates were shortlisted after pre-screening and screening examinations conducted in October and November 2023. The advertised 28 posts included 14 unreserved, 8 OBC, 4 ST, and 2 EWS vacancies.
Under the 2022 rules, unlike Goa Civil Service Junior Scale Officers, the upper age limit for DySP recruitment was capped at 30 years, and candidates were required to clear a physical fitness test, including running, high jump, long jump, and shot put.
This amendment is expected to provide greater flexibility for recruitment and promotions, streamlining the process while enabling experienced officers to advance within the Goa Police Service.
