PANAJI: The Goa Human Rights Commission has stepped into the controversy surrounding delays in issuing income certificates at the Chimbel Village Panchayat by initiating suo motu proceedings over the matter.
The Commission acted following media reports highlighting protests by local residents against the alleged administrative standstill affecting the issuance of income certificates. Taking note of the situation, the Commission observed that the issue appeared to involve concerns linked to citizens’ rights and access to essential public services.
As part of the proceedings registered under Case No. 39/2026, notices have been issued to the Director of the Directorate of Panchayats and the Secretary of the Village Panchayat of Chimbel, directing them to file their responses before the Commission.
The matter has been scheduled for hearing on June 2, 2026, at 10:30 am. The concerned officials have been instructed to remain present either personally or through authorised representatives during the hearing.
The order was passed by Commission Member Pramod V. Kamat, while the official communication was issued by the office of the Secretary of the Goa Human Rights Commission.
