PANAJI: The Goa Waste Management Corporation (GWMC) has advanced the tender process for its proposed waste management facility at Bainguinim by shortlisting four companies for the next round of bidding.
Shrinivas Waste Management Services Pvt Ltd, Organic Recycling Systems Limited, HNB Engineers Pvt Ltd and Hindustan Waste Treatment Pvt Ltd have cleared the initial qualification stage for appointment as the project management consultant.
The proposed facility is designed to process around 100 tonnes of waste a day and will be developed through a 15-year public-private partnership. The project envisages the use of biomethanation to process wet waste and produce compressed biogas.
The appointed consultant will have a wide-ranging role, beginning with preparation of the detailed project report (DPR) and final bidding documents. It will also provide assistance to GWMC in the process of selecting the private concessionaire responsible for operating the project.
Once the concessionaire is appointed, the consultant will be expected to monitor the project during construction and oversee trial operations and performance tests before the facility is commissioned.
The project has remained contentious because of the proposed Bainguinim location. Residents and other stakeholders have raised objections concerning the site’s proximity to residential areas as well as the heritage monuments in Old Goa. The proposal has also been subject to legal proceedings.
The consultancy tender has made it clear that such developments will not result in additional financial liability for GWMC. According to the tender conditions, the consultant will not be entitled to compensation for staff kept idle or any other financial claim if the project is delayed because of protests, court cases or related proceedings.
With four firms now qualified for the next stage, GWMC is expected to proceed with the process of selecting the consultant who will provide technical and project management support for the proposed waste-to-biogas facility.
