Kavlem Panchayat Body, locals welcome order

PONDA: The High Court of Bombay at Goa in its order today directed Kavlem Panchayat to demolish the seven illegal scrapyard structures at Dhavlim within period of three months.
Based on complaint by locals Kavlem Panchayat had conducted inspection of seven illegal scrapyard structures in survey 26/1 in 2017 which were given on rent for commercial purpose. The Panchayat had ordered demolition of said structures.
Further the Additional Director of Panchayat upholding panchayat demolition order and District Court upholding Additional Director order in 2020 was challenged by petitioner Kashinath Gaude in High Court
The Panchayat had claimed that the structures were erected without permission from any authorities.
The petitioner had claimed that he was not served proper notice and natural justice failure.
However HC observed that there is no fact in the claim.
One Gopalkrishna Dhavlikar had filed case with Block Development Office (BDO) about said illegal constructions by petitioner Kashinath Gaude following which BDO had directed the Panchayat in 2017 to conduct site inspection following which Panchayat had conducted inspection and issued demolition order.
The Kavlem Panchayat Body including Sarpanch Manuja Naik, Deputy Sarpanch Sushant Kapileshwarkar, Panchmembers besides locals had welcomed the order. Deputy Sushant Kapileshwarkar said within 15 days the structures would be cleared.
Complainant Devendra Dhavlikar welcomed the order saying unwanted activities were taking place in area and locals of Kavlem has also expressed concern over this. He hoped that Panchayat would clear the illegal structures at earliest.
Meanwhile when asked Kavlem Deputy Sarpanch Sushant Kapileshwarkar said the Kavlem Panchayat had also filed petition in Deputy Collector Court for demolition of around 10 illegal scrapyard structures, this includes the Dhavlim RK Scrapyard located by side of NH which was gutted in major fire incident on 5 May this year, following which Dhavlim -Margao NH was closed for traffic almost three days forcing traffic diversion on route through bypass roads in Ponda.
Several water tankers were used to douse the fire which continued for two days.
