Panaji: The Health Minister Vishwajit Rane by floating tender for “Facility Management Services” (FMS) in Goa Medical College is in the making of well-organised fraud to the tune of Rs.300 crores in GMC and other State run Hospitals charged GPCC president Girish Chodankar.
GPCC President in a press conference in Panaji exposed the well-organised fraud and loot of public money by BJP Governments Health Minister Vishwajit Rane.
“We demand that Chief Minister Dr. Pramod Sawant should clarify on this fraud within three days, failing which it will endorse that he is partner in this loot of public money claimed Girish Chodankar.
We demand that this tendering process should be immediately scrapped and new process should be started abiding the rules and following all codal formalities.
While elaborating the facts and events, Chodankar said that tender floated by GMC on 29th January 2020 for FMS (services of supplying labourers for Plumbing, Electrical, Gardening and Allied Services to be catered in Goa Medical College, IPHB Bambolim, TB Hospital- St. Inez, and Rural Health Centre-Mandur) has been manipulated to ‘select the favourite contractor as loot can be done easily by desisting GSIDC claimed Girish Chodankar.
According to Chodankar this tender is only for labour supply. The fresh tender proposes 156 labours for the said work, which was earlier done by 30 labourers. Apart from this contractor can purchase material as per his own wish. Even a free hand has been given to the contractor to finalize annual maintenance of DG sets, Transformers, HT. LT Breakers & protection system, HVAC (Chillers & its system), Fire Fighting System, Split AC’s, and Window AC’s, Internet services and Painting – exterior/interior. “ Chodankar informed.
Chodankar informed that for the past several years this work was entrusted to GSIDC LTD, who was doing this work engaging contractor for mere 2 crores annually. But now the tender is awarded to M/s Ecoclean Systems & Solutions-Panaji Goa, at Rs. 11,35,13,640/- (Refer page no. 30 – e-nivida portal). This was the reason that GSIDC was sidelined, so the minister can loot the amount of more than nine crores rupees Chodankar claimed.
He also said that the lowest bidder was purposely disqualified without opening the financial bid, so that the tender could be awarded to the favorite bidder.
The one who has got the tender is not technically qualified to carry out the work, but since it is ‘process of loot’ the government has awarded it. GMC has even refused to give details of the documents submitted by the parties who are declared technically qualified.” Chodankar said.
According to Chodankar, the information sought under RTI clears that the estimate was not prepared before tendering. It is mandatory to prepare an estimate based on the Goa Schedule of rates Girish Chodankar stated.
In the reply to RTI, Dean of Goa Medical College states that there is a big list of pending works which are not executed by GSIDC Ltd. “This is an inappropriate excuse to justify tender for only supply of labour at Rs. 11.35 crore per year. Actually the total value of the pending works is not more than Rs. 25 lakhs, which is including cost of materials. Most of the works are already completed.” Chodankar said.
The height of this fraud is there is no technical sanction issued for this work. Even no administrative approval from the government is obtained. Financial and budgetary provisions are also not made Girish Chodankar charged.
For such works financial concurrence is mandatory, but is also not obtained Chodankar stated.
Government has provisioned to extend this contract for ten years. I wonder if same modus operandi is applied for the “Facility Management Services” in District Hospital Mapusa, Azilo Hospital Mapusa, Community Health Centre Valpoi, Community Health Centre Sankhali and Community Health Centre Chicalim the loot will reach to 300 crores He said.

i. Last date for online application:19/02/2020 up to 13.00 Hrs.
ii. Last date of online submitting of tender: 19/02/2020 up to 15.00 Hrs.
iii. Technical bill tender will be opened online in the office of The Dean: 20/02/2020 at 15.30 Hrs.
iv. The financial bid tender will be communicated later.
Details of Execution of Tender Process:
1) Tender was opened on 21st February 2020, instead of 20th February 2020. The concerned parties were not intimated about change in date. Even now the tender portal shows the date of opening as 20/02/2020. Refer page no. 31 – e-nivida portal.
Four bidders had submitted the bid on 19/02/2020.
They are:
1. Ecoclean Systems & Solutions, Panaji.
2. Veejay Facility Management Pvt Ltd, Panaji Goa.
3. Mahalasa Services, Verna Goa.
4. Deshpande Constructions, Taleigao Goa.
