MARGAO: South Goa Collector and District Magistrate (H/c Kushavati Districts) Egna Cleetus, IAS, chaired a review meeting on the implementation of the Solid Waste Management Rules, 2016 and the Amendment Rules, 2026, in compliance with directions of the Supreme Court in Civil Appeal No. 6174/2023.
The meeting was attended by Member Secretary of the Goa State Pollution Control Board (GSPCB) Dr. Geeta S. Nagvenkar, Additional Collector-II Ramesh N. Gaonkar, Assistant Collector Mhd. Shaukath Azeem, IAS, along with SDMs, Mamlatdars, BDOs, representatives of municipal councils, and officials from the Health, Urban Development, Tourism, GWMC, GSPCB and Police departments.
The Collector reviewed the progress made in identifying and registering Bulk Waste Generators (BWGs), mapping dumping sites and black spots, and assessing the availability of Material Recovery Facilities (MRFs) across the districts. Deputy Collectors presented updates on the status of these activities in their respective talukas.
Emphasising strict implementation of the Solid Waste Management Rules, the Collector directed officials to expedite the registration of all identified BWGs and ensure accurate and updated records.
Under Rule 3(i) of the Solid Waste Management Rules, 2026, a Bulk Waste Generator includes entities with a built-up area of 20,000 square metres or more, water consumption of at least 40,000 litres per day, or those generating 100 kg or more of solid waste daily.
All identified BWGs have been directed to register on the GSPCB portal by Friday. Officials informed the meeting that inspections have already begun and notices will be issued to entities that fail to register within the stipulated deadline.
The Collector also instructed officials to submit fortnightly progress reports and regularly furnish updated data on BWGs, dumping sites, black spots and MRFs to the Collector’s Office.
The possibility of conducting a district-level workshop for stakeholders was also discussed to ensure uniform understanding and effective implementation of the Solid Waste Management Rules.
