PANAJI: State Commission for Persons with Disability has directed the Directorate of Panchayat to amend the Goa Panchayat Raj Act to ensure that one post is reserved for a Person with Disability(PwD) in panchayat election or one Person with Disabilities is nominated in each Panchayat body by the elected Panch members, post-elections.
“By the Rights of Persons with Disabilities Act 2017, the Responsibility has been cast upon the appropriate Government to take effective measures to ensure that the persons with disabilities enjoy their rights equally with others,” states the directions for Disability Commission.
It further states that Section 80 (C) of this Act mandates that; review of the safeguards provided by or under this Act or any other law for the time being in force for the Protection of Rights of Persons with Disabilities and recommend measures for their effective implementation.
“Section 3 (1) of the Rights of Persons with Disabilities Act, 2015 provides that “the appropriate Government shall ensure that the Persons with Disabilities enjoy the Right to Equality, life with dignity, and respect for his or her own integrity equally with others.” the letter states.
The commission said that State Government has to take steps to utilize the capacity of the Persons with Disabilities by providing an appropriate environment and ensuring their equal participation in local Panchayat bodies.
