PANAJI: A retired serviceman and his two children were allegedly cheated of a total of ₹52 lakh by a man who promised them government jobs using forged appointment orders purportedly issued by Goa government authorities.
Panaji Police registered a second offence on October 8, 2026, at 11.41 pm following a complaint by Anil Talekar, 63, a retired serviceman residing at the police quarters in Porvorim. The accused, Ajit Shankhwalkar, a resident of Taleigao, allegedly operates a shop behind the Old Secretariat in Panaji.
According to the complaint, the accused allegedly induced Talekar and his children, Manoj Talekar and Manisha Talekar, by promising them government employment. To support the claims, he allegedly prepared and handed over forged government appointment orders purportedly issued by senior Goa government authorities.
One forged order, bearing No. 1712/26/ADM dated September 24, 2026, purported to be issued under the authority of the Commissioner of Excise, Additional Commissioner of Excise-I and Director of Administration in the name of Ashvin Chandru A, Commissioner of Excise, Government of Goa.
Another allegedly forged order, bearing No. 653/CMO/2026 dated September 11, 2026, purported to have been issued by the Secretary to the Chief Minister for appointment to the post of Deputy Director of Accounts (Gazetted).
The accused allegedly collected ₹27 lakh from the complainant in connection with one post and ₹25 lakh for the other, taking the total alleged amount to ₹52 lakh.
Believing the appointment order to be genuine, Manoj Talekar reportedly visited the Excise Department office, produced the document and took charge of the office. The order was subsequently found to be forged and fabricated, according to the complaint.
The case has brought to light allegations of the use of fabricated government documents to deceive job seekers and extort large sums of money under the pretext of securing government employment.
Further investigation is in progress, with PSI Rohan Madgaonkar of Panaji Police Station investigating the case.
