PANAJI: The Goa government has issued new recruitment rules making computer literacy compulsory for appointment to Group ‘C’ posts across various departments from January 1, 2027.
As per the notification, candidates applying for Group ‘C’ positions will be required to possess a minimum six-month diploma or certificate course in computers from a recognised institution. However, candidates holding degrees or diplomas in computer science or allied fields, along with ITI qualifications such as Computer Operator and Programming Assistant (COPA), will be exempted from this requirement.
In addition to the qualification criteria, the government has also made it mandatory for all applicants to clear a Computer Proficiency Test, which will be conducted as per prescribed norms.
Officials stated that the decision is aimed at strengthening digital competence within the State administration and ensuring that the workforce is equipped to handle technology-driven governance and service delivery systems.
The new norms will be applicable to around 115 categories of Group ‘C’ posts, including Upper Division Clerks (UDCs), Lower Division Clerks (LDCs), stenographers, panchayat secretaries, gram sevaks, talathis, junior engineers, data entry operators, sub-inspectors, auditors, pharmacists, and State tax inspectors, among others.
According to the government, the move is expected to streamline administrative processes, reduce manual workload, and enhance efficiency in public services.
With the implementation timeline set for 2027, aspirants have been given sufficient time to acquire the required qualifications and prepare for the mandatory proficiency test.
