PANAJI/MARGAO: In a major monsoon safety measure, the Collectors of both North Goa and South Goa have imposed a 60-day ban on swimming and other water-related activities in natural water bodies across their respective districts to prevent drowning incidents.
The prohibitory orders, issued under Section 163(1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, ban swimming, bathing, diving, cliff-jumping and entering the water at waterfalls, rivers, lakes, abandoned quarries and similar locations. The orders have come into force with immediate effect and will remain in force for 60 days unless withdrawn earlier.
While tourists and visitors may continue to access waterfalls and other natural attractions, they have been strictly prohibited from entering the water or engaging in any activity that could endanger their safety.
The orders exempt guided eco-tourism activities organised or authorised by the Goa Forest Development Corporation (GFDC) and the Goa Tourism Development Corporation (GTDC), subject to adherence to all prescribed safety measures and official guidelines.
Police, Fire and Emergency Services, National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), Forest and Revenue Department personnel, and other government agencies carrying out rescue operations, inspections, disaster response or official duties have also been exempted.
Individuals specifically authorised in writing by the district administration or any competent authority for scientific research, environmental studies, maintenance work or public utility services are also excluded from the restrictions.
The Collectors have directed all visitors to strictly comply with instructions issued by police, forest officials, authorised guides and other government functionaries at waterfalls, trekking routes, viewpoints and eco-tourism destinations. Obeying warning boards and safety signage has also been made mandatory.
Police inspectors and mamlatdars have been instructed to maintain strict surveillance and ensure effective enforcement of the prohibitory orders.
The district administrations have warned that violations will invite legal action under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023. Deputy Collectors and Sub-Divisional Magistrates have been empowered to verify violations, register FIRs and initiate legal proceedings against offenders.
