DABOLIM: The Central Industrial Security Force (CISF) has introduced a transformative HR policy to equip the force for emerging security challenges while ensuring better work-life balance for its personnel.
A press release by Shrikant Kishore, Dy. Inspector General, Chief Public Relations Officer, CISF said that This policy marks a significant departure from the previous guidelines issued in 2017, reflecting the dynamic growth and operational changes in the force.
Underlining its commitment to adaptability and innovation, the CISF has prioritised human resources, aiming to impact over 98% of its personnel throughout their 38-year service cycle.
Key Highlights of the New Policy
Domain Experts to Drive World-Class Security Solutions
For the first time, the CISF will develop a pool of domain experts in at least 10 specialized fields, including cyber security, aviation security, anti-drone technology, weapons and tactics, and fire management. These experts will undergo rigorous training with leading institutions and implement international security standards across various sectors.
Specialized Skill Development
Personnel in highly skilled roles, such as training instructors, SSG personnel, K9 experts, and sports professionals, will receive enhanced training and performance reviews. These individuals will also be prioritized for choice-based postings, reflecting the demanding nature of their roles.
Choice-Based Postings
In a landmark move, CISF personnel can now list ten preferred locations for postings, ensuring greater consideration of their personal and family needs. Special provisions include:
Retirees: Personnel retiring within two years will receive one of their top three location choices.
Women and Married Couples: Women personnel will receive choice postings for the majority of their service after six years of non-choice postings. Married couples can now opt for postings in the same location to foster family stability.
Fixed Timeline for Posting Orders
To streamline the process and aid in planning, the CISF has introduced a fixed timeline for issuing posting orders:
Retirees: By December 31
Women Personnel: By January 15
Couple Cases: By January 31
Promoting Excellence and Regional Balance
The policy maintains a balance between regional representation and the all-India character of the force, with 60% of personnel from home sectors and 40% from other regions. Additionally, it seeks to enhance sports performance by collaborating with national sports federations.
Transforming CISF into a Global Security Leader
CISF’s operational footprint has grown significantly in recent years, with personnel strength rising from 1.5 lakh to 1.9 lakh and units expanding from 339 to 359. The force has ventured into new domains such as jail security and the Parliament House Complex, necessitating this HR overhaul to remain agile and effective.
The dynamic nature of security threats, coupled with increasing use of technology, requires the CISF to continuously evolve. This forward-looking HR policy underscores the force’s resolve to address modern challenges while ensuring the well-being of its personnel.
