PANAJI: The Supreme Court has taken up a plea filed by Goa Bachao Abhiyan against the Bombay High Court’s decisions relating to the Parmesh Construction Private Limited project, issuing notice to the respondents in the matter.
The Supreme Court has not ordered a stay, status quo or any other restriction on the Parmesh project. The September 2 proceedings were limited to allowing the Special Leave Petition (SLP), condoning the delay in filing it and issuing notice to the respondents.
A bench comprising the Chief Justice of India, Justice Joymalya Bagchi and Justice V. Mohana heard the matter on September 2 and directed that the notices be made returnable on September 18. The case has also been connected with another appeal already pending before the Supreme Court.
The dispute stems from proceedings before the Bombay High Court, where Goa Bachao Abhiyan had challenged the permissions and approvals linked to the Parmesh Construction project. The High Court dismissed the original petition on November 14, 2025.
The organisation subsequently sought a review of that decision, but the review petition was dismissed by the High Court on April 27, 2026.
Goa Bachao Abhiyan has now moved the Supreme Court against the High Court’s judgment and subsequent review order, seeking reconsideration of the decisions.
Importantly, there is no Supreme Court direction at present halting the project or affecting its existing permissions, clearances, construction or other ongoing activities.
The next hearing in the matter is scheduled for September 18.
